Attention Block Watch Members,

Below you will see a News Release about a prolific offender who was arrested in South Surrey.

I would like to take this opportunity to acknowledge the extremely vigilant Block Watch groups within the neighbourhood who reported this stolen vehicle to police multiple times. If it was not for the participants of this Block Watch the police may not have made this arrest so THANK YOU!!!!!

“Surrey RCMP has arrested and charged a prolific offender and his counterpart for allegedly committing a large amount of mail theft throughout the city.

Last week, Surrey RCMP received several theft of mail complaints involving a white Range Rover at various locations throughout Surrey. Surrey RCMP’s Property Crime Target Team (PCTT) began an extensive investigation and on November 5th was able to locate the unoccupied stolen suspect vehicle in the area of 192nd Street and 54th Avenue. Officers were than able to arrest the suspect driver, with assistance from the Integrated Municipal Provincial Auto Crime Team (IMPACT), outside a residence in the 20100 block of Fraser Highway in Langley. A subsequent search of the residence revealed a second female suspect who was arrested and taken into custody. Police were able to retrieve a significant amount of evidence related to the offences including bags of mail, identity documents, and tools that can be used to break and enter.

Royce HEATON, a 32 year old from Surrey, has now been charged with break and enter to a mailbox, possession of stolen property over $5000, and theft of mail.  Emily PARSONS, a 24 year old from Langley, has been charged with theft of a credit card.

Surrey RCMP would also like to acknowledge the contribution of local Block Watch groups who were instrumental in reporting the suspect vehicle driving erratically in their neighborhoods.

“This is an important arrest for the city as the suspect is well known to police and considered a prolific offender,” says Cpl. Scotty Schumann. “It is arrests like this that continue to help drive down the property crime rate in Surrey. We are especially thankful to our Block Watch partners who serve as a second set of eyes and ears for the police.”
